The education system preparation trains all teachers about the developed curriculum and NCDC specifies instructional materials to the ministry of education that are purchased and sent to schools where implementation starts. In a period of 5- 10 years the developed curriculum is supposed to be reviewed. Enyutu (2005) stated that available test results from a wide variety of sources had demonstrated prior to the curriculum review that a majority of Ugandan children entering primary school were failing to achieve adequate literacy and numeric standards. Dropout rates were high with only 22% of the 1997 P1 cohort progressing through to P7 in 2003. NAPE test results in 2003 indicated that only approximately 20% of P6 students achieved basic standards of literacy. The combination of these two pieces of information suggested that of the 1997 P1 entry cohort, only 4-5% achieved basic literacy. NAPE testing also revealed very large and unacceptable regional differentials particularly between Kampala and the north of Uganda. Bearing in mind the enormous efforts and the substantial investments in primary education made by the government of Uganda with strong support from its development partners over the past 10 -15 years, these outcomes were disappointing. In all cases the proposals in these related areas have been discussed with senior staff in the Ministry of education and sports departments concerned and with the agencies and development partners directly involved in primary education in Uganda and there has been a very large measure of agreement on the way ahead. Nevertheless, the primary review team did conclude that there were significant flaws in the current primary curriculum and a failure to provide both sufficient time and an adequate syllabus concentration on the achievement of early literacy and numeracy in lower primary grades was by far the most important problem that needed to be addressed. Failure to achieve basic literacy and numeracy in any language in lower primary grades inevitably has a devastating impact on educational quality and student performance in all other subjects. Failure to achieve early literacy was clearly the issue of greatest concern to parents and the wider community that emerged from the primary curriculum review research. For effective production and marketing of goods and services these days, delivery on time, at the required quality and at a competitive price calls for a high performance team work. But to improve these existing products or to develop new products and services requires a different order of teamwork (team creativity). Organizations that practice team creativity will survive and prosper while those that do not will decline and disappear. All employees need to participate as each person at work has approximately 10,000 million brain cells, together with a full range of mental faculties, analyzing, synthesizing and valuing abilities. In all of us these processes can take place intentionally on a conscious plane of thought and also less intentionally in our un conscious minds, giving us insights, intuitions, brain waves, gut feelings, intimations and the occasional pear of a genuinely new idea. As a general principle people with a â€Å"hands- on† involvement in any product or service providing they have a modicum of interest in their work will tend to have new ideas for doing it better. The important thing from the motivational perspective is the feeling of being really part of the enterprise with a full share of responsibility in developing the quality of the product or service. Developing a quality team takes hard work because development of team skills, time and patience is not something you can decide to have one day, then achieve overnight. The entire organization is part of the same team working toward meeting the requirements of its customers. Whether management, front line or behind the scenes employees, everyones work contributes to the end result. There are also specific work unit teams (departmental) with specific goals and assignments. Teams working together can and should be responsible for identifying problems not previously recognized; finding the root causes of problems; suggesting who should work on problems; solving manpower assignments and scheduling improvements; and providing communication throughout the organization. A Saxon Noble serves King William the First About twenty years ago I made my submission to William of Normandy when I saw that we Saxons could no longer resist the rule of William and his knights and men-at-arms; they were simply too strong and well organized to be effectively resisted. My friend Hereward, known as the Wake, held out of for eight years in the Isle of Ely, in the Fens but then even he had to submit. I realised that if we Saxon nobles continued to resist we would lose our land, our animals, our crops, our houses and possibly our lives. Several of the Saxon lords in Yorkshire and Northumbria had all their land laid waste and the peasantry who served them barely survived and many died from starvation. They called it the Harrying of the North. That showed just how ruthless William could be. In the year 1069 we seven gesiths of Warwickshire and the West Country held council together to decide what we should do. We decided not to play heroics since that would be like sentencing most of the geneats, geburs and kotsetlas to starvation and death. These were our people; they depended on us. We seven gesiths decided to go to William’s court together and discuss terms. William was surprisingly generous to us, although he did insist that we should all pay homage to him and give him whatever service he would demand. For example he wanted our help in bringing criminals to justice and he also wanted us each to raise a troop of knights and men-at-arms to give him military service when he needed it. He wanted provisions too from our estates. He re-organized some of our estates, taking away some of our lands for his Norman, Poitevin and Angevin knights, but giving us other land in its place. This had the effect of mixing our Saxon ruling class with the new foreign ruling class of Normans and others. I didn’t particularly like this but I couldn’t see any alternative.

While both men started singing as children, Michael was a prodigy and Elvis in school was told that he could not sing. Elvis made his first recording at age 18, with his first performance at age 19. Michael started performing with â€Å"The Jackson 5† when he was 6, and started his solo career at age 13. While Michael wrote most of his songs and created his dances, Elvis wrote only song and borrowed his dance moves from African-Americans. Elvis taught himself to play both guitar and piano, Michael played piano, guitar, and drums but not on a high level. Elvis' fame was based in Europe and the US, whereas Michael was famous worldwide. Both have a star on Hollywood Boulevard, but Michael has two, one for himself and one for The Jackson 5. Gangs provide other attractive opportunities such as the chance for excitement by selling drugs and making money (Decker and Van Winkle, 1996). Thus, many youth see themselves as making a rational choice in deciding to join a gang. Apart from the attractive pulls, there are also social, economic, and cultural forces that push many adolescents in the direction of gangs. Protection from other gangs and perceived general well-being are key factors (Decker and Van Winkle, 1996). Some researchers contend that â€Å"underclass† status of minority youth serves to push them into gangs. To these youth, gangs offer a support system and a sense of belonging. Adolescents who feel marginalized in society join gangs for social relationships. To these young people, gangs give a sense of identity (Vigil and Long, 1990). There are some others who join gangs as a form of escapism from the trials and tribulations of adolescence. Gangs provide a way of solving social adjustment problems (Howell, 2006). In some communities, there is simply no choice. The youth are intensively recruited or coerced into gangs few are virtually born into gangs as a result of neighborhood traditions and their parents’ earlier or ongoing participation or involvement in criminal activity (Moore, 1978). : Professor Trompf, who recently retired from teaching, says that gangs are about belonging and about redressing powerlessness. â€Å"People who join gangs seek to mean something to other people and seek to feel empowered, to feel that they can effect change in their own lives and in the world. The dynamics of a gang, with all that intensity and connectedness, feels like a dynamo. It feels fantastic. † (Rossmanith, 2006) Long-term studies of large samples of urban adolescents in Rochester, NY (Thornberry, 1998), and Seattle (Hill et al, in press) have identified causal risk factors for gang membership. Both studies measure risk factors in the community, family, school, peer group, and individual attribute domains. In the Rochester study, Thornberry (1998) found predictors of gang membership among males in all five of the domains Community Risk Factors: The most important community risk factor is growing up in neighborhoods in which the level of social integration or attachment is low. Neither high levels of neighborhood disorganization nor high levels of violence predict gang membership. Family Risk Factors: Among family variables, poverty, absence of biological parents, low parental attachment to the child and low parental supervision all increase the probability of gang membership. School Risk Factors: Three school variables are very significant risk factors: low expectations for success in school (both by parent and students), low student commitment to school, and low attachment to teachers. Peer Risk Factors: Along with school factors, peers have a very strong impact on gang membership. Associating with delinquent friends and unsupervised â€Å"hanging around† with these delinquent friends are a potent combination. Individual Risk Factors: Important individual risk factors identified in the Rochester study are low self-esteem, numerous negative life events, depressive symptoms, and easy access to drugs or favorable views toward drug use. Drug related Risk Factors: Finally, youth who use drugs and are involved in delinquency- particularly violent delinquency- are more likely to become gang members than are youth who are less involved in delinquency and drug use. In sum, â€Å"youth who grow up in more disorganized neighborhoods; who come from impoverished, distressed families; who do poorly in school and have low attachment to school and teachers; who associate with delinquent peers; and engage in various forms of problem behaviors are at increased risk for becoming gang members† (Thornberry, 1998:157).

It was May 30, 1347.  Ã‚   The city was once at the center of the world, and varying nations vied to pay homage.  Ã‚   Since that time, however, its institutions, its buildings, and its very name seem to have been forgotten by time.  Ã‚   Local nobility compete for control while the rest of the populace starved, and banditry thrived.  Ã‚   The religious shrines and public buildings were dilapidated, and worn out from neglect.   From this one day, however, and from one such ruin, issued a declaration from a man who stirred hope in people’s breast.   Ã‚   Cola di Rienzo, who in the course of time would ambitiously set himself up as a virtual dictator in the city, at that moment declared the restitution of the Roman Republic, to the cheers of an excited throng.  Ã‚   The restless crowd seemed far disconnected from the reality of a Holy Roman Empire, independent Italian city-states, Norman and Spanish sovereignty in the south, or the hundred more kingdoms and treaties that kept Italy divided and the Republic from becoming reality, but no one cared.   A brief, tragic drama began to unfold, taking hold of the city and its dreamer alike.  Ã‚   For a few months, the Roman Republic seemed to breathe life and its Dictator Rienzo came close to uniting Italy.  Ã‚   The smaller city-states and principalities all sent their delegations and intentions to forming a loose federation with Rome.  Ã‚   And the Dictator put ambitious reforms and decrees, which championed the cause of the people.   His pride, however, got the better of him, and he soon alienated the senators and the Church.  Ã‚   The senators amassed armies against him, and the Pope called to the people to reject him.  Ã‚   Having lost all his allies, he fled the city, wandering Italy to find people to rally for his cause.   Ã‚  Dejected, beaten, his spirit finally broken, he surrendered to the Pope in Avignon, and was allowed to return to Rome where the people could not long stomach his disillusionment and killed him as a traitor[1].    This brief Roman Revolution was an early experiment of that age to attempt the reconstitution of an age that seemed lost in time.  Ã‚   The people of the Renaissance, from the artisan to the poet, was fascinated with ancient Greek traditions and culture and created works of art that mimicked Classic styles.  Ã‚   Ancient texts were gathered from the libraries where it was copied and preserved, and crude attempts at translation were made to introduce these historical artifacts to the world.  Ã‚   Most of the entire Renaissance was electrified at the thought of the old â€Å"heroic† Roman Republic, and the Caesars and Ciceros that once walked the Forum.    In due course, this paper would seek to identify the sources of the ideology behind the Italian Renaissance’s fascination with the ancient Greco-Roman, and how it seemed to suit their needs.  Ã‚   The paper will then explain the various attempts to reconstitute the past in the present, and how close they were in succeeding.    The thought of a restored Rome was not unique to Renaissance thought.  Ã‚   Even as the western portion of the empire collapsed under the pressure of barbarian migrations, the eastern emperor Justinian drafted ambitious plans of gaining back the lost lands of Gaul, Italy, Spain and Africa. This having failed, the Frankish kings, and later the German emperors, stylized themselves as Caesars that had legitimacy given to them by the authority of the Pope and the acquiescence of the eastern emperor.   Italian dreams of Rome, however, had political and cultural context.   They loathed the plain ugliness of Gothic and barbarian architecture, and largely preserved the Roman tradition and culture.   They lamented Italian as a bastardized form of Latin, and deplored Dante’s use of the former as the vernacular. Italian writers, at the beginning of the Renaissance, began to collect ancient texts from faraway libraries[2].  Ã‚   Petrarch, the Father of the Renaissance, was the first of the writers to amass Greek and Latin texts, and encouraged a fellow writer, Boccaccio, to pore into Greek research.   Unique also in the Renaissance, was the way the ancient texts were interpreted. In the medieval ages, the various ancient works of art were interpreted in Christian context.  Ã‚   Pagan ideals and traditions were explained with a Christian theme. Thus, a Hercules-like figure would be used to represent Christ.  Ã‚   The Renaissance began to separate the contemporary Christian thought from the ancient texts, and began to appreciate the latter in their historical context. They read into classical texts their appropriate classical meaning; they did not allegorize Latin writings as one to justify medieval Christian Europe, but in the context of ancient Rome[3].   The thought of a united Italy was sometimes reconciled with the restoration of the ancient Greco-Roman tradition.   Ã‚  Rienzo certainly thought of this when he donned the garb of the old senatorial toga and declared the return of the Roman Republic. Petrarch saw it when he asked King Charles IV of Bohemia to unite all of Italy [4] , and many might have seen it when the son Alexander VI, Cesare Borgia, began a long campaign to win back much of the lost cities of the Papal States.    For all the dreams and ideals of the Renaissance Italians, a Roman Republic could not be reconstituted from 14 th to 15 th century Europe.  Ã‚   The Holy Roman Empire, primarily, would not stand for a united Italy outside of their control or power, as they would, and have claimed, Italy as an integral part of the empire. Neither, however, can the Holy Roman emperors be able to unite Italy, as they become too embroiled in disputes with the Pope, who has nominal sway over the Italian city-states.  Ã‚   And the Popes, for all their universal spiritual authority, would not be able to wrest control of all of Italy from powerful independent Italian city-states, the Normans and the Spanish, the Germans and the French, and even the Greeks until their collapse in the latter half of the 15 th century.   The Italian Renaissance sought to reintroduce ancient Greco-Roman thought into the mainstream, envisioning a past that was nobly glorious.  Ã‚   Several hundred years brings distance and unreality to history, even when taken from historical context.   The Italian city-states of the Renaissance was freer in practice with its people than the ancient Roman Republic, which countless times brought down reformer tribunes, and curbed attempts to relieve the proletariat in keeping the wealthy in their state.  Ã‚   The ancient Roman Empire was less free as the centuries passed, and its economy was in nightmarish shambles, a thought that the Renaissance Italians might have shuddered at.   In the end, the Renaissance Italians might have fallen in the same way their medieval counterparts have: to see the ancient culture in their contemporary values.   Certainly the Renaissance wanted to detach itself from the â€Å"barbarism† and disunity, which seemed to plague Europe, but the reforms of a Rienzo would have shocked the ancient Roman aristocracy, and Byzantine intrigue would be far closer to Roman court morals than the Renaissance Italian sensibilities.   A final word must be said of the Renaissance dream: in the 16 th century, one man came closest to uniting Italy and much of Christendom under a loose â€Å"Roman empire†.  Ã‚   Politics and religion, in the end, got in the way, and Charles V of the Hapsburg dynasty and his successors would find himself humbled by an alliance of French, Turks, Protestants and even the Pope[5].
